The mission of the ICTC Program is to enhance the global capacity of small-to-medium sized Korean information and communication technology (ICT) enterprises by fostering pathways for productive business development. There are a number of Korean small and medium-sized enterprises (SME) with robust technology that is readily deployable to the global marketplace. The goal of the ICTC Program is to support these companies by fostering international partnerships that serve as a platform for global market entry. The ICTC project is a federal program commissioned by the Korean Ministry of Science and ICT (MSIT) and implemented by the Institute for Information & Communications Technology Promotion (IITP), Electronics and Telecommunications Research Institute (ETRI) and the Korea Advanced Institute of Science and Technology (KAIST).
Headquartered in South Korea, with offices in Washington D.C., Silicon Valley and Europe, ICTC’s global hubs play an important role in creating a cooperative business development environment. They serve as outposts for Korean ICT companies with innovative technologies seeking win-win partnerships with foreign stakeholders.
Since opening in 2014, this office has been the strategic cornerstone of the ICTC Program, serving as a communications hub that connects U.S. and Korean ICT companies and helps them transcend geographic barriers. It has sponsored a large number of partnerships, business development opportunities and hosted numerous educational seminars.
By enabling face-to-face meetings, our video conferencing system eliminates geographic barriers, enabling real-time dialogue between South Korean and U.S. participants. Our partners are encouraged to utilize this facility 24/7. Our D.C. office can accommodate up to 12 participants, and is equipped with:

Silicon Valley Liaison Office
The ICTC business hub in Silicon Valley is located in the Electronics and Telecommunications Research Institute’s USA R&D Center. It has enabled close cooperation with Korea Innovation Center and Korea Trade-Investment Promotion Agency in Silicon Valley. The Silicon Valley office includes:
Plug and Play EIR (Executive in-Residence) Program; an accelerator for local enterprise support, business partner matching and investor matching.
Laboratory working space and measurement instruments in the Electrical Engineering Department of San Jose State University.
Launched by the European Commission in 2008, the Enterprise Europe Network (EEN) is the world’s largest support network for small and medium-sized enterprises (SME) with international ambitions. It provides access to 3,000 experts across 600 member organizations in more than 60 countries. These organizations include chambers of commerce and industry, technology centers and research institutes.
Since 2009, the EEN-Korea Consortium has been organized by the Korean government to support Korean SMEs in their globalization efforts. As a member of the EEN-Korea Consortium, edRESEARCH provides support services to selected participating companies in the information and communication technology space to help them successfully enter the European market.
